What is the USARCF-E?
United States Army Corrections Facility-Europe (USARCF-E) is a Department of Defense, Level 1 corrections facility in the European and African theaters. It is located at Sembach Kaserne, Germany. The 18th MP Brigade operates the facility and the facility reports to Army Corrections Command. The United States Army Regional Correctional Facility-Europe houses service members in pre-trial and post-trial confinement. The USARCF-E provides correctional services, conducts prisoner transfers to Contiguous United States (CONUS) correctional facilities, and on order provides advisory teams in support of full spectrum operations.
What stage of prosecution are service members confined here in?
Service members newly confined here may be in pre-trial confinement awaiting court-martial. They may also be in post-trial confinement awaiting movement to a Level II facility in the U.S. If a prisoner has a sentence of less than one-year, they may serve out their sentence at Sembach Kaserne. Several members of the Air Force and the Navy who serve as the liaisons for their respective service personnel who are incarcerated within the facility join Soldiers from the 18th Military Police Brigade. These personnel also assist in the daily operations of the facility. There are also both Department of Army civilians and local national employees who assist in facility operations.
How long has this facility been open?
There was a previous confinement facility on the outskirts of Coleman Army Airfield in Mannheim, Germany. That facility closed during the realignment of US forces in Europe. The facility at Sembach replaced the facilities in Mannheim opening on Sembach Kaserne in 2014.

How many prisoners can be housed at the USARCF-E?
The United States Army Corrections Facility-Europe can house up to 100 prisoners making it the largest Level I facility behind MCIPAC Brig Okinawa, Japan. The Marines operate the MCIPAC Brig, a Level I, 120-bed facility.
What kinds of accommodations do the prisoners have?
According to a 2022 article in Stars & Stripes, The facility has three communal bays with bunkbeds which house most occupants. The facility has equipped a row of individual cells, with a bed, toilet and sink. These cells are each a few yards long and only about an arm’s length wide. These calls is where the facility segregates inmates who are disruptive. The article, written by Phillip Wellman, stated, “most inmates behave well and focus on rehabilitation, which includes counseling, services for substance abuse and vocational activities.”
